Irkutsk is the administrative center of Irkutsk region. It is located in 55 kilometers to the North of lake Baikal, in the valley of the Angara river, in a place where it flows into Irkut and Ushakovka rivers. It is considered that the history of the city began in 1661, when on the right coast of Angara river was built Irkutsk stockaded town. In 1686, the settlement was granted the city status. It has a population of 620,099 people (2015).

The life in Irkutsk has always been considered a punishment because of the harsh climate. Those who offended the state were regularly exiled here for hard labor work. The most famous exiles were the Decembrists, who had made a significant contribution to the development of Irkutsk as a cultural center.
